Based on my experience, smartphones did really improve my internet browsing skills. We all know that people nowadays are very exposed on internet. And having smartphones for mobile browsing, it is really effective. If you have your internet connection problem on your PC, you still have an option. You can even browse while walking along the street. I am like that by the way.
